On the 6^th of December, Dr. Charles MURIGANDE, a former Ambassador Extraordinary and Plenipotentiary of the Republic of Rwanda to Japan, was welcomed by Chairperson HASHIMOTO and the Secretariat members here at MIF. Dr. MURIGANDE served as the Minister of Transport and Communications, the Minister of Foreign Affairs and Regional Cooperation and the Minister of Education under the current President Kagame’s administration. Dr. MURIGANDE now assumes an important role at the University of Rwanda.

MIF has ever invited and hosted 4 researchers from Rwanda in the past but none since 1991. Over the meeting table, Dr. MURIGANDE and Professor HASHIMOTO have agreed to take all the measures to increase applications from Rwanda by developing the relationship between Rwanda and MIF.
